ARRO was given the task of making Brandon, Crystal and Rodney Parks, compliant in accordance with the Americans Disabilities Act (ADA), adding street level handicapped ramps and walking and seating accessible by wheelchairs.

Cohesive plans for park compliance

The City of Lancaster wanted to provide its’ residents with updated, ADA compliant and functional city parks and wanted to use grant money to do so. ARRO, as a sub-consultant to Thomas Commita Associates, Inc. (TCA), was given the task of making Brandon, Crystal

and Rodney Parks ADA compliant, with street level handicapped ramps and walking and seating accessible by wheelchairs.

What makes these park projects unique and challenging was the fact that not only were there grant requirements to comply with, but there were also multiple consultants that had to work together to generate one cohesive set of plans. TCA and CH2M Hill were contracted by the City to be the consultants on these projects. TCA, CH2M Hill and ARRO had to have multiple meetings/discussions, in order to devise a plan that would satisfy all of the City’s concerns and fulfill the requirements for each of the grants that would be used. It took some hard work on the part of each party involved, but in the end, the three firms were able to create great plans that will enhance the community.

All three parks utilized grant funds provided by the Redevelopment Assistance Capital Program (RACP) and the National Fish and Wildlife Foundation (NFWF). In addition to these two programs, Crystal and Rodney Parks used funds from the Department of Environmental Protection’s Safe Water Appropriation Grant. Each grant had its own specific set of guidelines and requirements that had to be complied with, so each consultant/sub-consultant had to ensure that those were met and also meet the City’s goal for green infrastructure. These goals were achieved by the planting of numerous trees, adding stormwater control systems that collect and utilize rainwater, slowing down runoff and preventing the rainwater from free flowing.

These park projects are a great example of how multiple consultants and sub consultants can work together to address a client’s needs in one cohesive package.
